Ludhiana, Sept 23 (KNN)  The government wants to improve the quality of bicycles and bicycle parts manufactured in the country through the research and development centre here.

“R&D Centre wishes to formulate plans to upgrade the bicycle and bicycle parts industry to make them competitive in the world market,” said a press notification.

In this context, it want to hire a professional and experienced consultant to identify the existing technology gaps as compared to the world market and draw a vision document to be implemented through various stakeholders, it said.

The move comes in the backdrop of the local industry either turning sick or dying a slow death due to cheap imports from China through South Asian Free Trade Areas (SAFTA) route, mostly Nepal, Bangladesh and Sri Lanka.  Further, local manufacturers have been upset that the central government is not taking any action on the entry of Chinese goods.

About 40,000-50,000 cycles per day are manufactured in Ludhiana alone. The city is home to over 3,500-4,000 MSMEs that make cycles and cycle parts, providing employment to about 250,000 people.

There are over 16-20 parts which are being imported from China, such as spokes, baskets, hub cones, chains, chain wheels and cranks, steel balls, plastic handle levers, saddle parts, pumps and cables. These items are cheaper than those made in India.  As a result, imports are increasing and many cycle manufacturers are importing these parts rather than procuring them from the domestic market.

R&D Centre came into existence to provide vital inputs to the bicycle and its component manufacturers. The main objective of the project supported by UNIDO/UNDP was institution building to provide various technical facilities for uplifting the technology level of the small scale industries.

The centre is an autonomous society and is controlled by Governing Council consisting of Punjab Government officials, representatives of industry and trade, trade associations and academicians.

Among its objectives are to create and provide facilities to the industrial units to diversify and increase productivity; facilitate the industry to increase the export of their products; provide trained workforce to the industry; and develop and introduce new technologies in the industry.

The Institute has well equipped laboratories, workshops, design section, training department and library. The installed state of art equipment with well trained and experienced manpower provides sufficient strength to the institute to assist industries in their technological requirements.

It has a well-established CAD Section with server and seven work stations to undertake sound design of bicycle and its components; jig, fixture and tooling; special purpose machine and equipment; and quality control gauges.

The R & D Centre has excellent infrastructure to impart skill, specific need base engineering and management skills training modules through long and short term formal and informal education and training programs.  (KNN/ES)
