Textile Ministry seeks consultants for implementation of scheme in North East

Guwahati, Jan 11 (KNN) In order to develop the textile sector in the North Eastern Region, the Ministry of Textiles wants to appoint a panel for effective implementation of the Integrated Processing Development Scheme (IPDS) to increase the value of textile production and technology upgradation of the sector.

The Ministry of Textile has envisaged an umbrella scheme - “North Eastern Region Textile Promotion Scheme (NERTPS)” in addition to the existing schemes, for taking up textile sector development projects in the North Eastern States.

The broad objective of the scheme is to develop and modernize the textile sector in the North East Region by providing the required Government support in terms of raw material, seed banks, machinery, common facility centres, skill development, design and marketing support etc.

The specific objectives of the scheme include increase in the value of textile production, technology up gradation, improvement in design capability, diversification of product lines and value addition, better access to domestic and export markets, clusterisation and improvement in labour productivity, market access and market promotion.

In order to follow a project-based implementation strategy for providing region specific flexibility, the Ministry will adopted several strategies like - Textile clusters and parks will be developed where the norms of size of clusters or minimum number of households or area limits of the regular schemes will not apply; Marketing and promotion of textile products will be encouraged by exposure visits to the existing or new clusters/parks, so that inputs to expand or modify their product lines are accessible;  Design studies linked to Common Facility Centres (CFCs)/tool sheds will be entertained and design consultants will be engaged.

Further, comprehensive project for up gradation of power-loom units with modern shuttle less looms on hire purchase and projects for technology upgradation will be done.
Also, skill development projects and projects for the development of sericulture, handicrafts, handlooms and other textile activities will be started.

Some of the projects that are proposed to be implemented during the remaining years of the 12th Plan (2013-2016-17) are - Special project for up gradation of handlooms in NER; Integrated Cluster Development Project for the North East; Manipur Sericulture Development Project; Project for setting up Integrated Textiles Parks in the North Eastern States.

In this context, the Ministry has proposed to appoint a Project Management and Technical Consultant (PMTC) for the scheme at the project level. The PMTC will render the necessary assistance in Project preparation, implementation and monitoring to meet the objectives for the scheme. (KNN Bureau/SD)
