Delhi Govt To unveil Draft Electronic System Design Manufacturing and Refurbishing Policy Soon

New Delhi, Oct 26 (KNN) The Delhi government has prepared a draft Electronic System Design Manufacturing and Refurbishing Policy 2022-27, which will soon be placed in public domain to invite suggestions from industrial players and the general public, reported TOI.

As per reports, under the policy, new units will be given employment as well as generation-based incentives.

"Through the new policy, we want to revive the electronic manufacturing and refurbishment industry in Delhi to meet its own, national and international demand," said an official.

The policy, said officials, will be in place for five years and to be eligible for financial incentives, the operating units will have to be located in the Electronics City, which is coming up in southwest Delhi's Baprola.

As per the policy, the Delhi government will reimburse the state component of goods and services tax of 9 per cent to units in the first and second years while 50 per cent of its GST share in the third to fifth year of the implementation of the policy.

As per the government calculation, 300 units will qualify for this exemption. With average annual turnover of up to Rs 100 crore per year, the government is likely to reimburse Rs 1,890 crore annually and Rs 9,450 during the five-year period when the policy is in place.

"Apart from this, the government will also give a monthly incentive of Rs 7,000 for each skilled female worker employed by these units and Rs 3,500 per month for skilled male workers, as employee expenses contribute to a significant proportion of the operating expense of a unit," said an official, adding that detailed policy guidelines, eligibility conditions and nature of work and operational guidelines for the scheme would be prepared by the industry department separately.

Under the policy, the Delhi government will also offer the support of Delhi Skills and Entrepreneurship University and provide various courses to upskill the employees working in the operational electronics design and refurbishment units.

The government will also set up a steering committee under the chairmanship of the industries minister to oversee the timely implementation of the policy while ensuring maximum ease of doing business for all operating units with inter-departmental coordination.

Officials said most of the components of the policy emerged from stakeholder consultations, industry visits and a detailed comparative analysis of the policy landscape across India.
