GST Council decided to implement e-way bill from April 15; no decision on simplification of return filing

New Delhi, Mar 10 (KNN) The GST Council, which met today to discuss several issues like e-way bill and simplified filing under GST, has reportedly approved the rollout of the intra-state e-Way Bill from April 15.

The states have been divided into four lots for the rollout.

The 26th GST Council meet, chaired by Finance Minister Arun Jaitley, also postponed the reverse charge mechanism to July 1.

The GST Council meeting failed to come up with any conclusive simplification process after deliberating on two models and has now postponed the decision for next Council meeting.

Jaitley said there is a need to ensure there is no evasion of tax taking place under the new system and hence there is a need for further discussion.

“We have decided to form a GoM that will look into the matter and deliberate with IT experts to come up with a possible solution,” said Jaitley.

With businesses complaining of difficulty in invoice matching while filing final returns as well as complications in GSTN systems, the GST Council in November last year extended GSTR-3B filing requirement till the end of March 2018 and did away with the filing of purchase return GSTR-2 and final return 3.

The last date for filing initial GSTR-3B returns for a month is the 20th of the subsequent month.

The Group of state finance ministers under Bihar Deputy Chief Minister Sushil Modi met on February 24 to discuss the simplification process with Nandan Nilekani making a detailed presentation of what the future tax filing system could be.
