China dumping electrical insulators into Indian market, hurting domestic units

The anti-dumping duty imposed may be about USD 2042 per tonne, according to official data. The move will protect domestic players from cheap imports.
Modern Insulators Limited, WS Industries (India) Ltd, Insulator and Electrical Company, Bharat Heavy Electrical Limited and Aditya Birla Nuvo Ltd have filed the application for investigation, the Directorate General of Anti-dumping and Allied Duties said.
The Petitioners have provided sufficient evidence that the normal values of the subject goods in the subject country are significantly higher than the net export prices, prima-facie, indicating that the subject goods originating in or exported from the subject country are being dumped, to justify initiation of an antidumping investigation.
“The Authority (DGAD) provisionally concludes that the domestic industry has suffered injury as a result of dumping of the goods from China…the Authority is of the view that imposition of provisional duty is necessary to offset dumping and injury,” said a notification from the Commerce Ministry.
The main function of Electrical Insulator is to insulate one conducting body from another at high voltage areas, or to insulate a body which can transmit electrical energy to the surrounding, at areas where such transmission of electrical energy has to be avoided.
Typical applications of electrical insulators are in Bushings, Disconnectors, Circuit breakers, Transformers, Power transmission and distribution lines, including railways, Electrostatic Precipitators etc.
Anti-dumping and anti-subsidies and countervailing measures in India are administered by the Directorate General of Anti-dumping and Allied Duties (DGAD) functioning in the Department of Commerce in the Ministry of Commerce and Industry and the same is headed by the "Designated Authority".
The Designated Authority’s function, however, is only to conduct the anti-dumping/anti subsidy and countervailing duty investigation and make recommendation to the Government for imposition of anti-dumping or anti subsidy measures. Such duty is finally imposed/levied by a Notification of the Ministry of Finance. Thus, while the Department of Commerce recommends the Anti-dumping duty, it is the Ministry of Finance, which levies such duty. (KNN/ES)
