Haryana To Reimburse 50% Of Branding, Digital Marketing Costs For Micro, Small Enterprises
Chandigarh, Sep 22 (KNN) Haryana will reimburse 50 per cent of eligible expenditure incurred by micro and small enterprises on branding, digital marketing, e-commerce listings and export promotion, with assistance capped at Rs 10 lakh per year, under a new initiative aimed at expanding market access for products from smaller industrial clusters.
The support is being provided under the PADMA Designing, Branding, Marketing & Exports Promotion Scheme, part of the state’s five-year Programme to Accelerate Development for MSME Advancement (PADMA), which covers all 143 blocks of Haryana.
Support For Branding, Digital Marketing
Eligible micro and small enterprises can claim reimbursement for activities including listing products on e-commerce platforms, market intelligence, logo and packaging design, digital marketing and adoption of innovative and sustainable packaging solutions.
The assistance is capped at Rs 10 lakh annually, while units availing the PADMA incentive cannot claim benefits under another similar state government scheme for the same purpose, according to the state Industry Department, reported Times of India.
PADMA Targets 143 MSME Clusters
Haryana has earmarked Rs 150 crore for PADMA in its 2026-27 Budget. The programme envisages establishing a new MSME cluster in each of the state’s 143 blocks, with an investment potential of Rs 25,000-30,000 crore, creation of more than 10,000 enterprises and generation of around three lakh direct and indirect jobs.
The state has identified one product in each block based on local resources, existing micro-enterprise ecosystems, demographic characteristics and growth potential. Each cluster is proposed to span at least 25 acres and have a minimum of 20 MSMEs.
The initiative is therefore designed to develop local production ecosystems alongside individual enterprise-level support.
Focus On Wider Market Access
The latest Union MSME Ministry dashboard shows 15.69 lakh micro enterprises and 25,953 small enterprises registered under Udyam in Haryana. Including medium enterprises and informal micro enterprises registered through the Udyam Assist Platform, the state has around 25.82 lakh MSMEs.
However, eligibility for PADMA benefits is subject to scheme conditions and coverage of identified products and clusters.
The state’s Directorate of MSME already has a dedicated market development and export promotion cell to help enterprises identify markets, participate in trade fairs, access e-commerce channels and navigate export documentation, certification, labelling and quality requirements.
Haryana’s merchandise exports remain concentrated in a limited number of districts and markets. The state’s Make in Haryana Industrial Policy notes that around 57 per cent of merchandise exports go to 10 countries, with the US accounting for 23.76 per cent. Gurgaon, Faridabad, Karnal, Sonipat and Panipat account for a significant share of exports, with engineering goods, rice and ready-made garments among key commodities.
In March 2026, the Directorate of MSME also invited applications to develop a comprehensive database of Haryana MSMEs for export and matchmaking opportunities, indicating a broader effort to connect smaller firms with buyers and international markets.
