FISME delegation of MSME manufacturers of micronutrients meets MoS Agriculture

New Delhi, Sept 24 (KNN) A delegation of Zinc nutrients manufacturers from industry body FISME (Federation of Indian Micro and Small & Medium Enterprises), led by Neeraj Kedia, Past President of FISME, met Sanjeev Kumar Balyan, Minister of State in Ministry of Agriculture to apprise him about the difficulties being faced by the small Zinc fertiliser manufacturers due to the faulty implementation of Fertilisers Control Order by the State Government.
 
The meeting took place September 22, 2015 at his office. The delegation also requested the Minister to provide level playing field to the small manufacturers of fertilisers vis – a – vis the large players.

The Minister agreed that the requirement of repeated filing of ‘Memorandum of Intimation’ by the fertiliser manufacturers at each state and each district, where they market their products, goes against the spirit of Easing of Doing Business and ideally manufacturers should be allowed to operate at all India level with one centralised documentation and with validity of the permission for a reasonable period, say, 10 years.

FISME, the leading federation of MSME Associations is taking up the plight of the small Zinc fertilisers in the hands of state level agencies and laboratories, regularly and brought out an elaborate report on the systemic deficiencies in the fertiliser quality control mechanism. When the gross lack of transparency in the testing and quality control methodology was brought before the Minister, he asked for an immediate corrective action.
 
The delegation also requested the Minister to provide subsidy to the small manufacturers of Zinc fertilisers at par with the subsidy given to the large manufacturers compounding Zinc with other fertilisers. The delegation informed him about the adverse effects of the release of fertiliser subsidies through the states under NBS and NFSM programmes of Government of India.
 
Summarising the discussions held with the Agriculture Minister, Kedia told KNN that essentially he sought for a level playing field for the small Zinc fertiliser manufacturers at par with the large sector and credit the subsidy directly to the farmers’ Bank account.
 
In the spirit of the mission of our Prime Minster to enhance the global ranking of India in Ease of Doing Business, Kedia said he has requested the Minister to simplify the provisions of the Fertiliser Control Order, both in the interest of the industry and farmers. (KNN/ DB)
