FISME demands empowered grievance redressal mechanism from DIPP Expert Committee

New Delhi, Aug 13 (KNN) Ease of doing business can never be achieved without putting in place an empowered mechanism for feedback and grievance redressal at all the three tiers of administration centre, state and districts. 

“A hapless MSME is nobody’s priority in the current scheme of things for various arms of administration which at times work at cross purposes,” said the delegation from Federation of Indian Micro and Small & Medium Enterprises (FISME) before the Chairman of DIPP Expert Committee.

Government of India has constituted an expert committee examine to examine the possibility of replacing multiple prior permissions with pre-existing regulatory mechanism with a view to ease the process of getting clearances for setting up industries and businesses. 

The 11 member committee is chaired by former DIPP Secretary, Ajay Shankar and includes inter alia members from corporate sector such as Airtel, officials of environment and labour ministries, representatives from consultancy firms KPMG and Accenture and the World Bank among others.

FISME delegation was led by executive committee member and Treasurer, Pankaj Bansal.

FISME proposed an online grievance redressal and feedback mechanism to the expert committee.  The net-based architecture of the mechanism is to have district, state and central windows with feedback; complaint and redressal process accessible in public domain.

The mechanism would allow collation, sorting, aggregation and analysis of grievances which is to lead to, on the one hand, identification of the systemic elements in complaints and on the other hand help develop ‘reform agenda’.

Termed as ‘Udyam Sewa’ the committees at three levels of district, state and centre would be chaired by District collector, Chief Secretary and Cabinet Secretary respectively.

According to FISME, fear of coming of issues in public domain and peer group pressure would lead to early resolution of harassment related issues. Also the system empowers the stakeholders - both the government and industry, to systematically ease doing of business in India. (KNN Bureau)
