Industries in Manesar forced to shut by 8 pm due to delay in KMP Expressway project

Gurgaon, Aug 31 (KNN) The growth of industries is being hampered due to the delay in the Kundli Manesar Palwal (KMP) Expressway project, which has lost its four deadlines.

After the long awaited KMP project missed many deadlines, the authorities have now announced, ‘no new timeframe’ especially after the expiry of the last deadline of May-31, 2013, Manesar Industries Welfare Association (MIWA) said in a release.

Delhi Western Peripheral Expressway, or Kundli-Manesar-Palwal (KMP Expressway), is a 135.6 km (84.3 mi) long Expressway being constructed in Haryana. The expressway will act as a Delhi bypass for traffic coming from north of Delhi on NH 1 and going to south of Delhi on NH 2 or west of Delhi on NH 8.

The initial stipulated date of the completion of the entire KMP expressway project was July 29, 2009, as per provision in the concession agreement. The KMP Expressway Ltd is the concessionaire, of which DSC Ltd is the main partner.

Manesar industries, a hub of many small and medium enterprises are unhappy with the delay, as it is adversely affecting their growth.

“The delay in KMP has adversely affected growth of IMT Manesar. So far most of the industrialists cannot afford to travel beyond 8.00 pm towards Gurgaon as the whole stretch of road is choked with heavy goods vehicles. Thus most of us try to complete work well before scheduled time, said Secretary General of MIWA, Manmohan Gaind.

With the completion of KMP project, things would have been much easier and we would have been able to run factories until late, but the situation is different now, he added.

KMP Expressway's construction started in 2007 and it was planned to become operational by 29 July 2009 at a cost of Rs 17.6 billion, but now it is speculated that the highway will not be ready even partially before second half of 2013 and the cost may escalate to Rs 25 billion.

“It has become a set pattern; few contractors or concessionaires who take the project escalate the price and make a fortune because of this escalation of price.  The government then applies a small penalty and allows them to exit.

“But in all this the projects get delayed, and as a result public suffer and the exchequer suffers. This is some kind of modus operandi in almost all important infrastructure development plans. We industrialists immediately want this injustice to stop and we demand that a proper enquiry is made by an independent body,” said Gaind.
 
According to some media reports the Haryana government is preparing the ground to cancel the allotment of the project to the construction company and impose a penalty because of the delays. 

Talking on the same lines Sameer Lamba, an industrialist from IMT Manesar said, “If KMPE becomes 100 per cent operational, it would boost the infrastructural development in the region and our annual revenue would be many fold.”

The KMP Expressway is a build-operate-transfer project being executed by KMP Expressway Ltd, a special purpose vehicle formed in 2006 with DS Construction in the lead.
