New Delhi, Jul 15 (KNN) In order to ensure effective co-ordination and monitoring of administrative issues, the Khadi and Village Industries Commission (KVIC) has withdrawn the powers given to the individual cadre authorities to transfer or posting of non-gazetted technical staff as it was being influenced by various cadre authorities in its central office, according to the Commission.

“The Commission's in its 626th meeting held on June 17, 2014 has observed that various Cadre Authorities in Central Office, independently effect transfer/posting of non-gazetted employees which creates hindrances in effective implementation as well as monitoring of; programmes,” KVIC said in its standing order.

“Such uncoordinated transfer /posting of employees also, cause administrative problems in certain Field Offices. Further, the representative of M/o MSME also informed the Commission that such practice should henceforth be dispensed with,” KVIC said.

“The Commission after due deliberation has decided to streamline the entire process in order to have effective co-ordination and monitoring on such administrative issue…,” the commission further added.

In this context, KVIC has implemented certain guidelines - transfer postings of all Gazetted Officers as well as Non-Gazetted technical Staff shall henceforth be attended by one single Directorate i.e. Directorate of Administration and Human Resource; the powers to transfer/posting of Non-Gazetted Technical Staff given to the individual Cadre Authorities, are hereby withdrawn; and transfer posting of all Non-Gazetted Technical Staff including FBAA Cadre, Trading and Training Cadre henceforth will be processed by Director (Adm and HR) and transfer/posting will be effected with the approval of CEO.

“Regarding, transfer cases of Ministerial staff is concerned, the same will be dealt as per the prevailing guidelines,” KVIC said. (KNN/SD)
