Low procurements from Dalit MSEs could be seen as insensitivity of NDA Govt towards policy initiated by 'rival' UPA govt

The first comprehensive survey of procurement undertaken by public sector undertakings (PSUs) from micro and small enterprises (MSEs) promoted by Dalit (Scheduled Castes/ Scheduled Tribes) entrepreneurs notes that their supplies were just Rs 419.37 crore in 2013-14, which is just 0.51 per cent of the total PSU procurement of Rs 81,319.28 crore during the year.
The government’s Public Procurement Policy for MSEs, Order 2012, issued on April 25, 2012, requires all central ministries, departments and central PSUs to ensure at least 20 per cent procurement from MSEs, and within this, 4 per cent from MSEs promoted by Dalits (SCs/STs).
“According to the procurement policy initiated by the UPA-2 government regime in 2012 - all public sector undertakings (PSUs), central government ministries and departments have to procure at least 20 per cent of products and services required by them from micro and small enterprises (MSEs), out of which 4 per cent must be procured from the MSMEs promoted by Dalit. But this requirement was voluntary earlier and it became mandatory only from April 2015. Probable, this could be the only reason that one can find for this outcome” said Chandra Bhan Prasad, a senior official and mentor from DICCI (Dalit Indian Chamber Of Commerce).
He added that there has been negligible supply from the Dalit entrepreneurs to the PSUs in the last year. This could only be seen as the insensitivity of the PSUs and the government towards the policy that had been initiated earlier by the “rival” UPA government.
“One of the possible reasons of PSUs not procuring from the Dalit MSMEs could be that the procurement department operating in each PSU does not want to switch from their existing suppliers” Prasad added.
Prasad stressed that the government should see this matter seriously and take stalk of the situation after one year from the PSUs. The progress report after one year could give a clear picture of the situation and help in successful execution of the procurement policy.
While procurement from SC/ST enterprises was way below target in 2013-14, that from all MSEs was much better at Rs 12,440.76 crore or 15.30 per cent of the total PSU procurement during the year. (KNN/ Zeba)
