Prabhat Kumar, Ex Cabinet Secretary to strategize National MSME Policy

New Delhi, Jan 12 (KNN) Government has constituted a Committee headed by Prabhat Kumar, Ex Cabinet Secretary and the first Governor of Jharkhand state, to make appropriate recommendations for a national policy of MSME.
 
As per the notification issued under the signature of Development Commissioner MSME, the Committee is expected to submit its comprehensive recommendations to the Ministry covering issues like Digital India, Start up India and Make in India, by June, 2016.
 
Prabhat Kumar also headed the office  Development Commissioner (MSME), then SSI, the implementation arm of the Government of schemes and programmes for the MSME sector, during 1992 -95, when a number of initiatives were taken  for upscaling  the sector.
 
A Government policy on any issue, economic or otherwise, indicates a roadmap for the Government initiatives and legal framework in the near future and also enables the Ministries and Departments concerned to develop necessary action plans.
 
Till the liberalisation era of nineties, Government used to  announce Industrial Policies in regular intervals but the policy for the MSME (then SSI) sector was limited to curtailing or expanding the list of Industries reserved for the sector and occasional change in ‘definition’ of an SSI.
 
The MSME fraternity of India was yearning for a national policy for the sector, particularly, since enactment of the MSME Development Act, 2006, which provided the hitherto ‘Unorganised’ sector a legal status.
 
Sometime back the Ministry hosted in its website a draft policy for MSMEs which raised more questions than those it attempted to answer and invited widespread comments from the stake holders. Quite a few of them has also asked for a complete restructuring of the Draft.
 
As development of MSMEs is essentially a state subject, the National Policy is also required to synergise with the Policies of the State Governments and as mentioned in the ‘Notification’, should also address the aspirations of the MSME sector.
 
According to the experts on the sector, a policy for MSME will serve the purpose  only when it addresses the entire gamut of issues, starting from finance to market; from infrastructure to technology, that affects the growth and progress of the sector.
 
The policy also needs to broadcast the vision of the Government for the sector, whether it will play a subsidiary role in the Industrial scenario of India or will be the lead player in an innovative; disruptive industrial growth model.
 
The MSME sector will eagerly look forward to Prabhat Kumar with his ingrained knowledge about the sector to bring out  a real enabling policy frame work to address the  aspirations of 4 Crore plus MSME fraternity. (KNN/ DB)
