There is a difference between policy making and implementation: HCCI on 'One Yr of Modi Govt - Impact on SMEs'

Karnal, May 29 (KNN) There is a different between “policy making” and “implementation”. This is what the SMEs feel, one year down the line after Modi government came to power promising “achhe din” for all.
 
Modi wave has definitely taken into grip all the sections of the economy, but if we talk about the “Modi Effect”, different sections have different takes on it.
 
While most of the SMEs are waiting for their turn to benefit from the big announcements made by the government, some feel it’s time that the “government should bridge the gap between promise and performance”.
 
Knowledge and News Network has spoken to many micro, small and medium eneterprises (MSMEs) about their take on the ‘One Year of Modi Government – Impact on SMEs’. This is what the Som Sachdeva, General Secretary, Haryana Chamber of Commerce and Industries (HCCI), Karnal Chapter, had to say on it -
 
“There definitely is a Modi Effect, but it is too hard to win over the practices of corruption prevailing for the last more than 60 years.”
 
When asked, whether there has been enough initiatives for the SMEs in the past one year, Sachdev said “there was”, but simultaneously he felt that there is a difference between policy making and implementation.
 
“Lot has been done and more is expected with the passage of time, but the much needed is the Implementation.”
 
Sachdev, however, felt it’s too early to comment on the impact of Big announcements on SMEs, he said, “Let the MSME policy also come and if the suggestion received are given due cognizance by the Government, and the policy implementation is ensured, it will certainly bring fruits.”
 
The Haryana based industrialist said if Modi Government wants to enhance the share of manufacturing in GDP from 15 per cent to 25 per cent, the SMEs will have to double their manufacturing capacity. “Have the Government put in place necessary enablers,” he questioned.
 
“There are lot of ifs and buts.  It could be achieved, subject to availability of land at reasonable rates or on lease basis.  Prevailing suspense on Land bill is the main hurdle.  Let the Government concentrate on Panchayat Land and other available Government land also, which can be used for flattered factories construction and making available to entrepreneurs on easy terms.  Huge number of students is passing out every year and they need to be attracted for ease of doing business to make the dream of “Make in India” true,” he said.
 
When asked whether Modi’s ‘Make in India’ mission will be a boon for the Indian SMEs, HCCI General Secretary said, “Government machinery has to strive hard.  Product wise Clusters need to be identified and developed by providing infrastructure by Government and attracting the entrepreneurs for manufacture and then assisting in marketing.” 
 
Modi’s ‘Made in India’ is definitely a step further where he dreams of India as a leading supplier in the global market.
 
But we asked the SMEs whether it will be feasible for them with the current decelerations in export and what role they will be playing it in.
 
 
Sachdeva felt that marketing of the product in international market is also a challenge for SMEs, which can be achieved only with help of the government.
 
 
“Zero Effect / Zero Defect” is another lofty concept of Modi where he wants the Indian products to be of best quality and at the same time with minimum environmental effects.
 
Sachdeva said “Entrepreneur mind-set and policy controls at initial stage need to be enforced” in order to make it possible in the SME sector when the  experience from China shows  that rapid industrialisation is bound to increase the environmental effects and carbon footprints.
 
 
The industry chamber chief pinned hope on the Modi government and said, “Expectation from the Government is to Bridge the gap between promise and performance. Policy making and Implementation in true spirits is required.” (KNN Bureau)
