Paper Manufacturers Seeks Immediate Anti-Dumping Duty On Indonesian Paperboard Imports

New Delhi, Aug 13 (KNN) The Indian Paper Manufacturers Association (IPMA) has urged the government to immediately impose anti-dumping duty on imports of Virgin Multi-Layer Paperboard from Indonesia, alleging that low-priced shipments have caused losses of around Rs 242 crore to domestic manufacturers in FY2024-25.

The association said the Directorate General of Trade Remedies (DGTR) has completed its investigation and recommended anti-dumping duty on the imports. 

IPMA noted, “The urgency has increased with the Minimum Import Price (MIP), imposed as an interim measure against low-priced imports, set to expire on September 30, 2026,” PTI reported.

IPMA said the MIP cannot replace the definitive trade-remedial measure recommended by the DGTR following its detailed investigation.

IPMA Seeks Early Government Action

IPMA President Pawan Agarwal said, “The investigation has been completed after a detailed, transparent and quasi-judicial process and the injury to the domestic industry has been clearly established. With the DGTR having recommended Anti-Dumping Duty, there is an urgent need to translate the recommendation into remedial action. Every further delay means continued injury to domestic manufacturers,” as quoted by PTI.

Imports Surge, Prices Decline

According to IPMA, Indonesia's Virgin Multi-Layer Paperboard imports rose sharply from just 296 tonnes in FY2021-22 to 62,935 tonnes in FY2024-25. During the same period, CIF import prices declined by around 25 per cent.

The association said the DGTR investigation, covering April 2024 to March 2025, found that the imports were priced significantly below the selling price and cost of sales of domestic manufacturers. This forced Indian producers to reduce prices and incur losses to remain competitive.

DGTR, in its notification dated June 25, 2026, reportedly found material deterioration in the performance of the domestic industry, including financial losses and negative returns on capital employed following the rise in imports.
