New Delhi, Dec 26 (KNN) With the Goods and Services Tax (GST) council announcing the roll out of the E Way bill mechanism early 2018, the transporters worry of the practical problems and gaps in the system, leading to reinstating of inspector raj across the country.

Talking to KNN, Naveen Kumar Gupta, Secretary General of All India Motor Transport Congress (AIMTC) explained the concerns of the sector.

Gupta informed that the e way bill that is set to be implemented is bringing back the fear of undue harassment for the transporters along the roadways.

Explaining the concerns with regard to the operational aspect, Gupta said that there is going to be difficult time for the transporters to carry part loads.

“Since e way bill applies for goods valuing over 50,000, whereas in case of part loads, the liability of generating the e way bill would fall upon the transporter since the consolidation value would be more than 50,000, this leads to another complication”.

It is not possible for the transporter to give accountability for the consignments, he said.  

For instance, a consignment values less than 50,000 and is to be transported. By the time the load completed of different small consignments, the value exceeds 50,000, in such case the transporter will have to generate the bill.

While on the fleet, if during inspection it is found that the consignment of which the client said that the value is less than 50,000 happens to be false, why is it that the transporter is held responsible, Gupta raised.

The mechanism is bringing back the fear of inspector raj and harassment along transporter, Gupta informed.

Earlier, Ministry of Finance in a statement said that it has decided to roll out nationwide e-way bill on a trial basis for the initial period starting from 16th January, welcoming traders and transporters to use it on a voluntary basis.

However with regard to the inter-state and intra-state implementation, the Finance Ministry notified that the States may choose their own timings for implementation of e-way Bill for intra-State movement of goods. (KNN/ DA)
