DGFT introduces online facility for exporters to file applications for export authorization of restricted items

New Delhi, Mar 26 (KNN) In order to simplify the filing of application and expediting the processing and issuance of export authorization, the Directorate General of Foreign Trade (DGFT) has introduced an online facility for exporters to file online applications for export authorization of restricted items (Non SCOMET).

In a notification, Commerce Ministry’s arm DGFT said “It has been decided that applications by exporters will be filed online on E-COM module for export authorizations (Non SCOMET restricted items). The consultation process with administrative departments will also be online."

The notice came into effect from March 19 this year, the notification added.

Currently, application for export of such goods are filed in hard copy and the consultation with the concerned agencies is also done manually.

According to the notification, while filing the online application, exporters are required to upload certain documents such as copy of purchase order of firm involved in the export, and Aayat Niryat form.

"No hard copy of the application and documents is required to be submitted to DGFT," it said, adding that as a transition arrangement, applications shall be accepted off-line also till March 31.

"From April 1, 2019 it is mandatory to apply online only," it added.

To avoid any delay in grant of export authorizations, it has been decided that with effect from April 1, 2019, export authorizations for restricted items shall be issued by the Export Cell, DGFT, according to the notification.

However, issues related to revalidation and penal actions in terms of FTDR act, if any related to the export authorization shall continue to be handled by the concerned jurisdictional regional authority as usual, in terms of existing provisions in FTP/HBP.

In addition, the authorizations shall be issued under the signature of FTDO (Non- SCOMET) or any other official designated for the purpose, said DGFT.

Further, jurisdictional regional authorities will continue to issue export authorizations in those restricted items (Non- SCOMET) cases against which permission have been issued by DGFT (Hqrs) before March 31, 2019, it added. (KNN/YV)
