'Skill India' to help youth become entrepreneurs

New Delhi, Aug 6 (KNN) The government proposes to launch a multi-skill programme called 'Skill India' to improve employability and entrepreneurship among the youth. 

“A national multi-skill programme called ‘Skill India’ is proposed to be launched as announced by the Finance Minister in his Budget Speech 2014-15 on 10th July 2014,” Minister of State for Finance, Nirmala Sitharaman informed Rajya Sabha yesterday.

It would skill the youth with an emphasis on employability and entrepreneur skills. It will also provide training and support for traditional professions like welders, carpenters, cobblers, masons, blacksmiths and weavers etc. Convergence of various schemes to attain this objective is also proposed. 

National Skill Development Agency (NSDA) has informed that there has been no review yet of the target of providing skill development for 500 million people by 2022, she said.
Currently, the Central Government is funding skill development activities through over 70 Government of India schemes spread across more than 20 Government of India Ministries, aimed at making the youth employment ready.

Up to March 2014, the number of persons who had been provided skill development training during the previous three financial years was 17.34 million. 

A large number of Non-Governmental Institutions and Organisations have been financed directly and/or through the National Skill Development Corporation (NSDC) set-up by the Government. NSDC has funded 89 Non-Governmental Institutions and Organisations as on March 31, 2014, Sitharaman said.

Under Skill Development Initiative Scheme of the Ministry of Labour and Employment, the funds are released to State/UT Governments for reimbursement of training cost and assessment cost to Vocational Training Providers (VTPs) and Assessing Bodies respectively. There are total of 3460 Government VTPs and 8062 private VTPs which include NGOs also.

“As informed by NSDC, they have taken appropriate action against all training partners classified as non-performing as per the monitoring policy. There are no such cases where action has not been taken against the training partners,” she further said. (KNN/SD)
