Amendments will be made in Apprentices Act 1961: Raje

Jaipur, Jul 2 (KNN) With a view to creating employment opportunities for youth, the Rajasthan Government has decided to amend the Apprentices Act, 1961, which makes it obligatory on the part of the employers both in public and private sector establishments having requisite training infrastructure as laid down in the Act, to engage apprentices in 254 groups of industries covered under the Act.

“Amendments will be made in the Apprentices Act 1961 to create larger opportunities of Employment for the Youth,” Rajasthan Chief Minister, Vasundhara Raje tweeted on Monday.

State parliamentary affairs minister Rajendra Rathore said, “The state will be able to fix the number of apprentice-training related seats in industry and establishments.  And, the stipend for apprentices will be no less than the minimum wage. The state government will bear half the cost to train apprentices, if their number exceeds 250.”

The Apprentices Act, 1961 was enacted to regulate and control the programme of training of apprentices and for matters connected therewith.

The term 'apprentice' means "a person who is undergoing apprenticeship training in pursuance of a contract of apprenticeship".

On the other hand, 'apprenticeship training' means "a course of training in any industry or establishment undergone in pursuance of a contract of apprenticeship and under prescribed terms and conditions which may be different for different categories of apprentices".

The Act was last amended in 1973, when the training of graduates and diploma holders in engineering and technology was brought under its purview.

According to a media report, the government has also decided to amend the Boilers Act 1961, Apprentice Act 1923 and Rajasthan Civil Services Pension rules.

After the amendment in the Boilers Act, industrialists could install boilers in their factories without going through the inspections conducted by the concerned government department and the inspection can be done by any technical expert who fulfils the norms set by the union government.

The three amendment bills (the Industrial Disputes (Rajasthan amendments) Bill 2014, Contract Labour (regulation and abolition) Rajasthan amendments bill 2014 and Factories Act 1948 Rajasthan amendment act would be introduced in the upcoming session of the Assembly, a media report quoted Rathore as saying.  (KNN/SD)
