Youth in Andhra Pradesh are unwilling to enrol in skills training programme according to President of Federation of Small and Medium Enterprises (FSME), Andhra Pradesh, APK Reddy.

“In the recent couple of years, local youth are increasing seeking administrative jobs and those in the service sectors,” he said of the current trend.

Andhra Pradesh MSME sector currently provides employment to about 40 lakh individuals.   However, most of the skilled and unskilled labourers of the sector come from Bihar, UP, Rajasthan and Orissa.

Owing to the on-going power crisis, and factors related to non-performing assets among others, majority of skilled and unskilled migrant labourers have returned to their home states.

60 per cent of APs major industries and MSMEs are located in and around Hyderabad while the remaining 40 per cent are located in the coastal areas and Rayalaseema.

Comparing the two southern states Andhra Pradesh and Tamil Nadu, “The latter is far better in entrepreneurship,” Reddy added.  Students in Tamil Nadu, particularly from a rural background in his opinion first opt for training at industrial training institutes (ITI) or polytechnic before taking up a job in a small enterprise.  Simultaneously, they complete their engineering at a night college as a result of which ITIs in the state continue to survive.

In contrast, in Andhra Pradesh, youth are unwilling to join ITIs.  Reddy attributes the sick industrial training institutes in the state to this.

The only remedy to the crisis, Reddy said, is for the Department of Labour and Employment to encourage youth by offering programmes with attractive stipends and salary emoluments.

Meanwhile, in an effort to uplift ITIs in the state, the central government had sanctioned Rs 2 crore each to 64 out of the 242 institutes to encourage entrepreneur development programmes (EDPs) and practical sessions.

Further, the National Academy of Construction (NAC) run by the Government of Andhra Pradesh currently has programmes to train youth.  “However, a majority of them seem to be unwilling to enrol in the courses,” said its additional director general, K Seethapathi Rao.

That is why corporates such as L&T conduct in house training programmes for their staff in construction activities like centring, rod bending and other civil works.  Further the AP State Housing Corporation also conducts training in all their district headquarters for preparation of pre-cast structures.
