Assam to upgrade human resources in power sector

Guwahati, Feb 20 (KNN)  To increase operational efficiency, Assam Power Generation Corporation Limited (APGCL) is planning to revamp its human resource department by hiring experts in different fields to study and review its existing manpower and advise them on modifications required.

“APGCL intends to hire the services of team of qualified and highly experienced Human Resource experts in different fields to study the existing manpower on roles of all the three Corporations and advise them about the actual requirement in relation to their current and future requirements and on all associated matters, so that the Corporations function efficiently,” said a statement by the power corporation.

The project is being financed by the Asian Development Bank.

“The objective of hiring a highly experienced Human Resource Expert is to help APGCL (Assam Power Generation Corporation Limited), AEGCL (Assam Electricity Grid Corporation Limited) and APDCL (Assam Power Distribution Company Limited) to handle this sensitive issue in a professional manner, keeping the associated sensitivities involved in view; while rendering his/her advice,” it said.
 
Towards this, the corporation is inviting bids from consulting firms for the service for capacity building and human resource development.
 
The Government of India has applied for a Loan from ADB to help finance the cost of Assam Power Sector Investment Program processed under the ADB’s Multi- Tranche Finance Facility (MFF-2).
 
APGCL, APDCL and Assam AEGCL are the three successor entities after unbundling of Assam State Electricity Board in line with the provisions of the Electricity act 2003.
 
The Restructuring process involves a complex and challenging change management exercise. However, the manpower on the roles of the then ASEB was allocated to the above three corporations irrespective of whether there was need for such a large manpower within the newly created corporation bodies.
 
In addition to the financial burden of carrying on with a heavy manpower inventory, the excess manpower is creating administrative and other associated problems. Post restructuring, an effective change management process is the critical success factor for achieving enhanced performance.  (KNN/ST)
