Concerns of Bikaner Bhujiya makers raised in Parliament

New Delhi, Jul 9 (KNN) An MP from Bikaner has raised the issue of lack of coordination between the centre and the state in implementation of mega food park scheme that could have helped manufacturers of world famous Bikaner Bhujiya.

Raising the issue in Lok Sabha yesterday, MP Arjun Ram Meghwal said that on the basis of projects approved under the Mega Food Park scheme, there is no coordination between the state government, SPV (Special Purpose Vehicle) and the stakeholders.

When SPV gets a project approval, they do not keep good terms with the state government while the stakeholders keep complaining that SPV is exploiting them, the Minister said while asking a supplementary question in Parliament.

The Minister suggested that proper coordination be made between SPV, state government and the stakeholders.

Meghwal also sought the simplification of procedure and conditions for setting up Mega Food Parks stating that there were 30 proposals out of which 13 were got sanctioned in last three years while another 13 were rejected.

Replying to the question in Lok Sabha, Food Processing Minister Harsimrat Kaur Badal said that on behalf of the Ministry, a local state level officer has been appointed to look into the matter further.

She said that there were problems in the scheme earlier, but keeping this in mind many changes have been done.  As the cooperatives and state agencies were also not happy with the scheme, the new mega parks will not require the SPVs, while the cooperatives and the stakeholders can directly do it.

Harsimrat also said that the issue of providing Change of Land Use (CLU) for mega food parks was a state subject and assured that the procedures would be further simplified. 

She said there was a mandatory condition of at least 50 acres of land for the purposes but such big plots were not easily available, thus leading to the exercise taking a lot of time. 

The Minister also said that such exercises took lot of time but the Ministry will definitely look into simplification of procedures.

She also assured that Bikaneri Bhujia will also be included in the list of Mega Food Park in next approval of applications.

The Infrastructure Development Scheme for Mega Food Parks aims at providing modern infrastructure facilities for food processing industries along the value chain from farm to market. According to the Scheme, ownership and management of the Mega Food Park vests with a SPV in which organized retailers, processors, service providers etc may be the equity holders or there may be an anchor investor along with its ancillaries, associated companies and other stakeholders. Farmer organisations were encouraged to participate in the SPV. In case, Government/Government agencies become shareholders in the SPV, their equity has been restricted to a maximum 26 per cent to ensure the private character of the SPV. (KNN/SD)
