Districts must be central points at sub-state level of MSME framework, suggests Draft MSME Policy

New Delhi, Feb 11 (KNN) The districts should be focal points at sub-state level of MSME framework. This was one of the key highlights from the Draft MSME Policy released by the Ministry of MSME today.

The draft suggests that the District Industry Centres (DICs) must organise District MSME Facilitation/Development Centre and create local level MSME Facilitation Centre wherever required.

Intergovernmental role and responsibility are highlighted in the document giving reference to the three-tier system of governance in India playing a specific and mutually reinforcing role in the development of MSME sector.

According to the draft policy, some of the key expectations from local government are:

-      Local Level MSME Facilitation Centres (LLMFC) may engage with respective local government in rural and urban areas for speedy regulatory compliances.

-      Local governments may ensure speedy registration of property and permission for construction.

-      Provide speedy provision of basic infrastructure like electricity and water connections, waste management, warehousing, etc.

-      They  should organise regular meets and document best practices and initiate local award.

-       DICs should develop a local database for regular updation and onward submission for a state and national database.

-       Special cell should be created in DIC/DLMFC to coordinate with DAY NULM (National Urban Livelihood Mission) and National Rural Livelihood Mission (NRLM) with local governments in urban and rural areas. (xii) Micro enterprises should be given special attention and due representation in DLMFC/ LLMFC.

The policymakers have also recognised that the District Level MSME Facilitation Councils (DLMFC) and LLMFC should have a wider representation of all stakeholders, including Banks and other financial institutions, MSMEs and other industrial establishments in the region.

It also emphasizes on MFCs to prepare a facilitation plan which should include technology transfer, skilled labour, marketing facilities, convergence and synergy with government programme. (KNN/ KT)
