Don't insist upon EM-I or Provisional Registration from entrepreneurs who want to set up an enterprise: Goa Industries Dept

Panaji, May 1 (KNN) The Department of Industries, Government of Goa has directed utility services, local bodies, tax authorities, banks and financial institutions and other similar bodies not to insist upon Entrepreneurship Memorandum (EM-I)/Provisional Registration from applicants who want to set up an enterprise.

In a circular, it said “All the relevant regulatory and utility departments, corporations, autonomous bodies etc of state Government and bank or financial institutions are here by directed not to insist upon EM-I OR Provisional Registration from the entrepreneurs for the purpose prior to commencement of his/her business activities and accordingly revise the checklist to omit ERM-I or provisional registration.”

Udyog Aadhaar Memorandum (UAM) may be insisted only for those NOCs, licenses, schemes, services etc. which are required by Entrepreneurs, industries and business community after commencement of commercial activity, it added.

The procedure of filing of UAM came into existence on September 18, 2015. The changeover in filing procedure replaced earlier Entrepreneurship Memorandum-Part (EM-II) and abolished Entrepreneurship Memorandum-Part I (EM-I).

UAM is to be filed only after obtaining all regulatory approvals, establishing the units and starting commercial operations. The UAM is filed on self-certification basis.

UAM registration has replaced EM-1 & EM-II and Small Scale Industry Registration (Permanent S.S.I Registration) for all purposes.

Central or State Government regulatory bodies, tax authorities, utilities providing water, power, etc. banks and other financial institutions and similar organizations are to accept UAM in place of EM-II/Permanent Registration for all purposes after the unit commercial operation. (KNN/ YV)
