In the name of pollution, micro and small industries are being harassed by different departments in Delhi: Industrialist

New Delhi, Sep 14 (KNN) In the name of pollution, micro and small industries are being vandalised and being buldozed by penalties by different departments in Delhi, particularly by Delhi Pollution Control Committee (DPCC), said a Delhi based industrialist. 

On condition of anonymity,  he said that DPCC/ SDM team come into any factory and immediately seals the factory and impose heavy penalties ranging from Rs 10 Lakh to Rs 5 Crore on small and micro industries in the name of pollution, which means that small and micro factory owner whose total capital is in the range from Rs 10 Lakh to Rs 50 Lakh is wiped off.

Their bank loans becomes NPA and whole money they owe to other businesses become bad debt and he can’t recover anything from market either, he added. 

He stated that these industries are working in approved Industrial Area with CETP Plants (Common effulent Treatment) properly working and is Checked by DPCC and NGT from time to time.

A small scale Industry operating in Bawana Inustral Area working on a plot of 200 mtrs was imposed with th penality of Rs 4 Crore 40 Lakh by DPCC, which means that small industry owner total worth is wiped out and even he can’t pay even after selling his house and even himself, he asserted.

Fines and Penalities imposed on factory owners are so heavy that if small and micro Industries owner sell his house,his machine and all his assets he cant pay that penalty imposed by DPCC.

Such sealing and penalties are destroying all small Industries and creating terror in mind of small and micro Industries who gives millions of direct and indirect employment, said the industrialist.

Due to fear of heavy penalties, small industries are closing their units.

Also, taking advantage of the situation,  some departments have started taking monthly bribes from factory owners and who cant afford it, will be raided and bulldozed.

Suggesting measures, he said that first and second time violators should be imposed light penality with warning letter to improve DPCC and other compliance.

MCD shouldn't issue MCD License to factory owners easily and the same situation is with DPCC. MCD licence should be issued for at least ten years in approved industrial areas and further that should be completely on line, he suggested.

He mentioned that DPCC issues 4 type of consent to operate i.e. White Category, Orange Category, Green Category and Red Category.

Now consent to operate Industry in White Category only require to intimate DPCC. 

He suggested that this facility should also be given to Green Category industries in micro and small sector in approved industrial areas of Delhi. 

Further some simpler rules should be framed for micro and small Industries in Orange Category, he added.

Industrialist said "Government if really want that economy should bloom again, must take immediate steps to safeguard micro and small Industries , thereby helping lakhs of owners and employees working in these units.
