Karnataka govt to roll out new labour policy soon

Bangalore, Oct 16 (KNN) Karnataka will soon roll out a new labour policy which would be the first of its kind in the country, said Additional Chief Secretary, Labour Department of Karnataka, PB Ramamurthy.

He said this while addressing an awareness programme recently held on the latest amendments on ESI & PF Act organised by the Karnataka Small Scale Industries Association (KASSIA).

“Many years’ delay in settlement of medical bills by ESI, lack of basic facilities at ESI run Dispensaries, doctors treating Insured Persons (factory workers) as untouchables, and ESI hospitals directing the patients from one centre to another – a slew of complaints galore from MSME entrepreneurs confronted top ESI officials at an Awareness cum Interactive Programme on latest Amendments to ESI & PF Acts, held by KASSIA on October 14,” the industry body said in a release.

During the interaction, Past President, KASSIA, and Past President, FKCCI, J Crasta and President, BANSSIA, Ramakrishnaiah urged for considering trainee-employees of MSMEs on par with apprentice trainees so as to keep them out of ESI/PF cover.

Presently, all factory employees are to be covered under ESI/PF from day one of their employment. However due to very high attrition rate many of the workers leave their jobs within a month or so or after getting trained, thus creating avoidable problems for a small entrepreneur in running his unit, they said.

Ramamurthy conceded that this was a valid suggestion and asked KASSIA to forward the same, adding that the government would only be too happy to consider it.

The responding officials also sought specific details of the individual cases so that corrective action can be taken immediately to the satisfaction of the complainants.

After the interaction, Regional Director, ESIC, JH Nayak made a presentation on ESI, PF Act Amendments covering benefits to both the employers and employees.

On the occasion, a gist of the suggestions made by KASSIA in its Memorandum was also submitted to the labour secretary. These included apprentice act and training scheme; contract labour regulation and abolition act; industrial employment (standing order) act; trade union act and rules; labour law inspections; Factories Act 1948; industrial dispute act – Karnataka rules; inter-state migrant workmen: Karnataka rules; medical services of ESI scheme; administration of ESIC rules and provident fund scheme.

KASSIA office bearers, past presidents, council members, special invitees, representatives of affiliate associations, took part in the interaction which ended with a vote of thanks by Secretary, KASSIA, KB Arasappa. (KNN Bureau)
