MIA expresses its dissatisfaction on arithmetic of PM Garib Kalyan Yojana, 2020

Mohali, Apr 9 (KNN) Mohali Industries Association (MIA) has expressed its dissatisfaction on the arithmetic of PM Garib Kalyan Yojana, 2020 which will be applicable to those establishments which are covered under the Act and are having less than 100 employees out of which 90 per cent of employees are getting less than Rs 15000 salary per month.

MIA's Chairman of Labour Laws Committee, Jasbir Singh, in a mail to KNN India, explained that if an establishment is employing 20 workers and out of which 18 employees are below 15000 per month then it will be benefited.

''Normally in small industrial units employing 20 workers, 5 to 6 employees are getting more than Rs 15000 per month and employing 100 workers, out of which nearly 20 to 30 employees are getting more than Rs 15000 per month thus making it ineligible for the said Yojana as it doesn't fit in '90 per cent' condition.

''We have nearly 700 members of small, medium and large units. The formula announced by the Finance Minister with the consent of EPFO is not fit for even a small unit employing 20 workers,'' said Singh.

Singh has sought FM's intervention in the same and requested to waive off PF contribution to all units.

''We request the Finance Minister to look into the matter carefully and wave off of PF contributions to all units irrespective employment strength and remove the condition of 90 per cent of employees drawing salary less than 15000,'' he said.

''They (government) can fix the wave of PF contribution of both employers and employees drawing salaries less than 15000 per month,'' he suggested.

Under the PM Garib Kalyan Yojana, 2020, the government will pay the employer share and employees' share of contribution (12 per cent +12 per cent) under the Employees' Provident Fund & Miscellaneous Provisions Act, 1952 for three months. 

Despite having all data, EPFO has misled the central government, he said.

''Regional Provident Fund Commissioner (RPFC) has asked us to prepare Electronic Challan cum Return (ECR) before April 15. They should have extended the date of deposit of PF contribution from 15 th of April to next month following lockdown,'' he said.

''Knowingly that there is lockdown all over India April 14. They should have thought that how can in a single day, all factories can deposit PF contribution for the month of March 2020,'' he argued,

He also requested Nirmala Sitharaman to extend the date of deposit from April 15 to May 15.
