Puducherry to rope in pvt partner for waste management

Chennai, Mar 3 (KNN)  The Puducherry Government today announced plans to rope in private sector partners for building and running a waste processing facility in the urban areas.

Among its plans are to treat and process municipal solid waste, preferably to involve converting of waste to energy; and disposal of process remnants generated and inert material in a scientific landfill.

In this context, the Puducherry Urban Development Agency (PUDA) a nodal agency working under local administration department, Government of Puducherry, seeks bids from reputed Indian and International companies / Joint Ventures (JV) to set up and operate such solid waste management facilities in the urban agglomeration area of Puducherry.

Local Administration Department, Government of Puducherry is the administrative department that controls all the urban and rural local bodies – 5 municipalities, 10 Commune Panchayats and 98 village Panchayats of the Union Territory.  These civic bodies are entrusted with municipal solid waste management i.e., collection, transport and disposal.
 
PUDA has taken the lead role for the development of Solid Waste Management (SWM) facilities in accordance with all applicable laws and regulations including the Municipal Solid Waste (Management and Handling) Rules (2000), any amendments by GoI for processing and disposal of the municipal solid waste generated by Urban Local Bodies (ULBs) in the UT of Puducherry.
 
Initially it is proposed to develop SWM facilities through viable and sustainable technologies in the Urban Agglomeration area in Pondicherry which has a population of 300,028 (2001 census) and estimated waste of 300 tons per day; and Oulgaret which has a population of 241,773 and estimated waste of 200 tons per day.
 
Puducherry Urban Agglomeration area consists of Puducherry Municipal limits, Oulgaret
Municipal limits and Part of areas of Ariankuppam and Villianur Commune Panchayats adjourning to towns.
 
As per the Municipal Solid Waste (Management and Handling) Rules, 2000, disposal of Municipal Solid Waste (MSW) through incineration process is one of the advisable method. After evaluating various options available for MSW disposal and assessing factors like topography, climatic conditions, geography, calorific value of MSW, constraint in land availability and cost benefit analysis, it is decided to adopt incineration method for the disposal of MSW in Puducherry.  (KNN/ES)
