TN MSMEs call for easier credit, marketing & labour support, single window clearance

New Delhi, Jan 21 (KNN)  Towards framing a national MSME policy, various micro, small and medium enterprises in Tamil Nadu have given their suggestions to include easier access to credit, support towards marketing and labour as well as single window clearance, according to a report by The Hindu.

In November 2014, MSME Ministry had come out with a draft consultation paper, as a step towards framing a National MSME Policy.  It has called for suggestions from prospective and existing entrepreneurs, associations, academia, public representatives and concerned citizens for suggestions on the same for putting such a policy in place.
 
The paper has been available on the Ministry’s website for consultation and suggestions received would be considered before a policy is proposed, the Ministry said.  The move came against the backdrop of various stakeholders advocating a MSME Policy for India.  
 
For starters, MSMEs of various sectors in the southern state are keen to have a single window clearance mechanism for approvals and regulations. 

Coimbatore District Small Industries’ Association (Codissia) has called for the approval of applications to be time-bound, and the facility to track the progress of applications online.  The Association would also like the government to start a portal for MSMEs with details of products made by these units, and goods that are imported and exported; a cloud based software in a standard format for MSMEs to file documents; and a skill development centre, an incubation centre and a technology centre to cater to units in the area.

On the other hand, Southern India Engineering Manufacturers’ Association (SIEMA) said that large-scale private and government departments should procure at least 30 per cent of their product needs from MSMEs.  Further, it has recommended that all States have a uniform policy, covering all statutory norms to ensure a level playing field for all units, the Hindu report said.

Further, to promote units in rural areas, additional investment allowance should be given SIEMA said, adding that the government should do more to promote exports by MSME units.

SIEMA has also asked the government to set up industrial estates of international standards at all major MSME hubs in the country. Further, Technology Upgradation Fund Scheme should be made available for automation, quality enhancement, and skill development. It has also asked for research oriented Government institutions to assist at least 10 per cent of MSME units every year, according to the media report.

The MSME Ministry in its consultation paper had said that the Policy Framework should be enabling, supporting, provide for very small businesses and offer subsidy.

Most of all, it should address the questions - How to enable Indian service enterprises to become global players observing global levels of standards of services and ensure that Indian service industry can become a global player? What steps should the Government take to enable the Service Industry to grow? What steps or standards should be prescribed for providing basic minimum level of standards? Do we require to set up Skill Development Centres which teach these standards and should there be a regulatory framework? Given that we have a numerous types of services, should there be an Industry driven Council which enforces such standards?

Once these points are addressed in framing MSME Policy of the country, an eco-system supporting services sector in MSMEs can be created, it said.  (KNN/ES)
