UP Cabinet for public procurement policy; unveils electronic manufacturing policy 2014

Noida, Aug 23 (KNN) With a view to giving major boost to the MSME sector in the state, the UP government has taken some important initiatives like giving approval to the public procurement policy and setting up a toll free number for entrepreneurs to register complaints regarding the same; and approving the electronic manufacturing policy under which three clusters would be set up to encourage manufacturing of electronic products.

The Uttar Pradesh Cabinet headed by state chief minister Akhilesh Yadav made several announcements yesterday.

The UP cabinet has approved the public procurement policy, launched by the Central Government on March 23, 2012, under which all the Central Ministry/Department/PSU shall set procurement goal of minimum 20 per cent of the total annual purchases of the products or services produced or rendered by MSEs.

The state government said that e-procurement will be encouraged in the state and also, the details about the procurement have to be mandatorily given on the concerned department’s website.  In case the details are not put up on the website, it would be considered against the rule.

Further, the government said that out of 358 items produced by the small and medium enterprises, handicraft items will be procured only from the SMEs.

Under the proposed policy, the government has proposed plans to encourage the SC/ST/Women/PH in the SME sector.

Further, making another big announcement to boost investment in the electronic manufacturing sector, the UP Cabinet has approved the Electronic Manufacturing Policy 2014.

The Policy aims at establishment of Electronic Manufacturing Clusters (EMC) in the state under which three clusters, including one in the Yamuna Expressway Industrial Development Authority (YEIDA) area, will be set up to encourage manufacturing of electronic products.

The clusters would be set up in 100 acres of land which would be close to markets for better sale. 

The key features of the policy include, 15 per cent capital subsidy, 5 per cent interest subsidy for 7 years, 100 per cent exemption on stamp duty, reimbursement of domestic/international filing of patents, 100 per cent tax reimbursement on VAT/CST for 10 years, rebate of 25 per cent on prevailing sector rates on land purchase, industrial promotion subsidy for existing units etc.
 
The policy shall consider special incentive package for units investing over Rs 200 crore in the sector.

Stressing up the  establishment of 3 EMCs, the policy says that the state government shall provide subsidy equivalent to 50 per cent of grant provided by the Centre under National Policy on Electronics, 2012 to boost development of infrastructure facilities for these EMC in UP.

UP is the fourth state in the country to institute an electronic manufacturing policy.

The policy would promote industries such as manufacturing of mobile devices, telecom products, consumer electronics, automotive electronics, industrial electronics, power electronics, IT system and hardware etc.

In another decision, the cabinet approved relaxation of stamp duty on investment of over Rs 750 crore in the Delhi Mumbai Industrial Corridor (DMIC) coming up along Greater Noida. (KNN/SD)
