UP govt to rope in large private trainers to train 23 lakh candidates by 2017

Lucknow, Feb 18 (KNN) The Uttar Pradesh Government plans to rope in large private training providers to implement UP Skill Development Programme in mission mode with a target of training 23 lakh candidates over the next three years, who will be assessed and certified by the recognised industry association or independent assessment agencies.

The programme will be implemented under the Uttar Pradesh Skill Development Mission (UPSDM) established in 2013 to carry forward the skill development initiatives in the state in a coordinated manner.

The Program will be financed through the Central Government sponsored schemes like -  Skill Development Initiative Scheme (SDI); National Rural Livelihood Mission (NRLM)  – Aajeevika Skill Development Programme;  Special Central Assistance (SCA) to Scheduled Castes Sub-Plan (SCSP) and Tribal Sub-Plan (TSP); Building and Other Construction Workers’ Welfare (BOCW) etc.

In addition, State Skill Development Fund has been constituted to support the skill development interventions.

UPSDM proposes to train 23.18 lakhs candidates over the next three years, FY 2014-15, 2015-16, and 2016-17 and gainfully employ them.

Since, the number is too large to be catered through existing institutional setup/resources, UPSDM has formulated a four-pronged strategy for programme implementation - through large training providers who would open their centres till the tehsil level; Small and Niche training providers would be engaged at a later stage for training in specific sectors within their district of operations; Government VTPs would be engaged to train a portion of the candidates through the automatic empanelment route;  and Industry Bodies with large captive requirements  shall be engaged by UPSDM through flexi-MOUs.

In this context, the Department of Vocational Training and Skill Development has invited bids from the large private trainers to implement the programme on the mission mode.
The Private Training Partners (PTP) would be responsible for candidate mobilization, training, placement and post placement tracking under the overall supervision of UPSDM, according to a statement by UPSDM.

In order to assess the training programme, the private trainers would need to install biometric attendance devices to capture the biometric attendance of trainers and trainees.
The trainers would also be required to do the video coverage of a minimum of 10 hours per batch for each of the batches split uniformly across the duration of the training.
 
“If the PTP fails to train less than 20 per cent of the annual target for training during the six-month period under consideration, it shall be asked to submit a detailed action plan for the following six months for achieving the annual target,” the statement added.

The government has been giving special focus on the skill development programmes. While presenting the interim budget for 2014-15 yesterday, Finance Minister P Chidambaram has proposed that Rs 1,000 crore be set aside for 2014-15 in addition to the same amount allocated during the previous year to scale up the programme of the National Skill Development Corporation (NSDC) rapidly.
