UP Adopts Risk-Based Model For Industrial Inspections, Expanding Third-Party Audits
Lucknow, Nov 25 (KNN) The Uttar Pradesh government has rolled out a new risk-based inspection framework for industrial establishments, aiming to reduce procedural delays and prevent harassment during compliance checks.
The system replaces the 2017 inspection mechanism and is expected to streamline regulatory processes for businesses across the state, reported Jagran Josh.
Under the revised framework, low-risk units will face inspections only once in five years, while medium-risk industries will be assessed through third-party audits instead of routine departmental checks.
Startup units have been granted a 10-year exemption from inspections, barring cases involving complaints or accidents.
The new policy is designed to promote industrial competitiveness, strengthen worker safety, and improve the state’s Ease of Doing Business ranking.
The framework formalises self-certification and third-party audits to reduce physical inspections. For low-risk units, only 20 percent will be randomly checked, and employers must get a 48-hour advance notice.
Applications made on the Labour Department portal will be cleared automatically if no response comes within 60 days.
Industries opting for third-party audits will be exempt from inspections for three years after submitting their report.
The Labour Department has issued detailed guidelines for implementation. Principal Secretary Dr. M.K. Shanmugha Sundaram has directed field officers to adopt the new system with immediate effect.
As part of the rollout, medium-risk industries can voluntarily register for third-party audits to demonstrate compliance with labour and technical norms.
Auditor firms recognized by the Labour Department will be required to deposit a security amount of Rs 1 lakh, valid for two years, which may be forfeited in case of inaccurate reporting.
Officials expect the new mechanism to offer a transparent, predictable, and industry-friendly compliance environment, while ensuring that workforce welfare standards remain protected.
