UP, GIBA To Launch Indo-German Gateway To Help MSMEs, Startups Enter EU Markets

Lucknow, Sept 3 (KNN) Uttar Pradesh is working with the German Indian Business Alliance (GIBA) to establish an Indo-German Gateway to help state-based MSMEs and startups access markets in Germany and the wider European Union.

The initiative will initially support a pilot cohort of 12-20 enterprises, focusing on exports, technology partnerships, investment, supply-chain integration and skilled employment.

A high-level German delegation from GIBA and Innovation Hub RheinMain visited Lucknow to review implementation of the MoU exchanged between Invest UP and GIBA in Frankfurt on February 23, 2026, reported Economic Times.

The delegation held discussions with state officials on cooperation in MSMEs, startups, innovation, manufacturing, IT and electronics, civil aviation and other emerging sectors.

12-Month Market Entry Programme

The proposed Indo-German GIFT Programme will offer selected enterprises a 12-month pathway covering assessment, pre-entry preparation, product and business-model validation, market establishment and post-entry support.

Enterprises will be shortlisted based on export readiness, European market potential, financial capacity, management commitment and regulatory preparedness. 

The programme aims to bridge the gap between export capability and market readiness by supporting EU trade compliance, import requirements, export documentation, sustainability standards and market development.

An Indo-German MSME and Export Facilitation Desk is also proposed to guide businesses on investment, technology collaboration and market access. 

Germany will serve as the principal landing platform, with Innovation Hub RheinMain providing on-ground support, GIBA coordinating industry engagement and Invest UP facilitating government support and investor outreach.

German Expertise For UP Manufacturing

The partnership also proposes modernising the Ghaziabad Common Facility Centre with German precision-engineering expertise to strengthen production capabilities and technology access for local manufacturers.

Principal Secretary, MSME and Export Promotion, Shashi Bhushan Lal, said the partnership should move beyond institutional cooperation towards measurable commercial outcomes.

Deputy Chief Minister Keshav Prasad Maurya called for cooperation to translate into concrete projects, investments and business outcomes. 

He highlighted the state’s industrial land bank, over 36 sector-specific policies and investment facilitation ecosystem, while seeking greater German participation in priority sectors.

Focus On Technology, MSME Infrastructure

During a meeting with IT and Electronics Minister Sunil Kumar Sharma, discussions focused on technology, electronics and advanced manufacturing. Sharma highlighted the growth of Uttar Pradesh’s startup ecosystem from two incubators in 2017 to over 24,000 startups.

MSME Minister Bhupendra Chaudhary highlighted the state’s logistics infrastructure, investor incentives and MSME Policy 2022, and said the government would support MSME parks and plotted factory infrastructure through transparent land allotment.

The German delegation also met the Special Secretary in the Chief Minister’s Office and Director, Civil Aviation, Nikhil Tikaram Funde, to discuss aviation, technology and industrial partnerships.

Gateway To Leverage India-EU Opportunities

The initiative seeks to boost the global competitiveness of Uttar Pradesh’s MSMEs by providing selected enterprises a structured path from export readiness to market entry, while facilitating German technology, investment and supply-chain linkages.

The proposed gateway will also leverage opportunities from the India-EU FTA and state initiatives including One District One Product (ODOP), MSME Policy 2022 and Market Development Assistance.
