Govt Launches FCRA 2.0 And e-OCI Card To Simplify Compliance And Boost E-Governance
New Delhi, Jul 1 (KNN) Union Home Minister Amit Shah on Tuesday launched the FCRA 2.0 Portal and the electronic Overseas Citizen of India (e-OCI) Card, introducing digital reforms aimed at simplifying regulatory compliance, improving public services and strengthening monitoring mechanisms.
Speaking at the launch in New Delhi, Shah said the two initiatives would enhance citizen convenience and align with the government's vision of ‘Minimum Government, Maximum Governance’ by leveraging technology to improve transparency, efficiency and security.
FCRA 2.0 Portal to Simplify Regulatory Compliance
The FCRA 2.0 Portal has been developed to simplify compliance under the Foreign Contribution (Regulation) Act through end-to-end digital processing of applications, renewals, annual returns and other services.
The portal incorporates features such as Aadhaar-based authentication, e-Sign, optical character recognition (OCR)-based document analysis, integrated dashboards and API connectivity with government databases, including PAN, Aadhaar, OCI, NGO Darpan and the Institute of Chartered Accountants of India (ICAI)'s Unique Document Identification Number (UDIN) system.
Hosted on the Government Cloud (MeghRaj), the portal is designed to reduce paperwork, accelerate application processing and strengthen monitoring of foreign contributions.
The Ministry of Home Affairs said the platform currently supports around 14,500 active FCRA-registered organisations, which collectively submit 15,000-20,000 applications and nearly 17,000 annual returns annually.
Digital Features to Improve Transparency and Security
Shah said the upgraded system would eliminate physical submission of documents and improve oversight of foreign contributions, while reducing the risk of data theft.
The ministry also plans to introduce an FCRA mobile application, an AI-powered chatbot and a dedicated online dashboard for banks in the coming months.
e-OCI Card Enables Fully Digital Services
The Home Minister also launched the e-OCI Card, enabling Overseas Citizen of India cardholders to complete the entire application process online, including document submission and downloading the digital card.
The new system removes the need for those above 20 to obtain a new OCI booklet with every passport renewal, while allowing real-time verification and eliminating the risk of loss or damage to physical documents.
Faster Processing and Digital Governance Push
The ministry said the e-OCI platform will improve processing efficiency, reduce paperwork, strengthen identity verification and enable faster airport clearance through digital integration.
Both initiatives are part of the government's broader push to enhance digital governance, service delivery, transparency and security.
