KVIC to rope in pvt firms for khadi raw material

New Delhi, Dec 13 (KNN) In order to modernize the facilities at Central Sliver Plants (CSP) at Chitradurga in Karnataka and Rae Bareli in Uttar Pradesh, the Khadi and Village Industries Commission (KVIC) wants to rope in the private sector, under Public Private Partnership mode.
Sliver/rovings constitute the basic raw material for the production of Khadi. Those slivers/rovings are hand spun into yarn and then hand woven into Khadi.
The scheme is being implemented under the Khadi Reform and Development Programme (KRDP) initiated by the Asian Development Bank (ADB) with support of the Government of India.
One of the major components of KRDP is reforms for realising procurement and production efficiencies. The objective is to gradually disengage KVIC from production of sliver / roving in CSP along with reduction in the cost of sliver production.
In order to supply sliver / roving to hand spinners, KVIC operates CSPs having full-fledged facilities with machineries from Blow-room to Simplex.
Apart from CSP, the sliver/roving is also produced by certain Khadi Institutions. Currently, the estimated demand by the industry is 10000 tpa of sliver/roving.
“As part of KRDP, KVIC aims to improve the production efficiencies by refurbishment and modernisation of the CSP facility at Chitradurga (Karnataka) and Raebareli (Uttar Pradesh) and operating it under the Public Private Partnership mode,” KVIC said in a notification.
In this context, KVIC has called for bids from private entities for supply of sliver/ roving to the CSP to increase their efficiency.
The aim of the programme is to make Khadi industry more productive, competitive and strengthen it for creation of sustainable employment by extending an evenly balanced and need based support in all areas of activities - production, distribution, promotion, capacity building and sales.
Cotton procurement is a critical activity both from the quality perspective and considering the working capital requirements. In the past, KVIC was playing no role in procurement of cotton and other raw materials with most Institutions procuring cotton either for direct consumption (in traditional charkhas or Institutional Sliver Plants) or outsourced job work from CSPs.
Later on KVIC set up the CSPs for production and supply of cotton/poly-blended Roving and Sliver to Khadi Institutions for further production of hand spun yarn spinnable on NMC/Conventional Charkhas.
This measure was meant to produce better quality raw material for quality Khadi / polyvastra production by Institutions. The other objective was to generate employment by promoting NMC Charkhas through supply of quality raw materials to Khadi Institutions.
KVIC is a statutory body attached to the Ministry of Micro, Small and Medium Enterprises for the development of khadi and village industries in the rural areas in coordination with other agencies engaged in rural development wherever necessary. (KNN/SD)
