Uttar Pradesh To Implement Uniform Building Regulations Across Industrial Areas

Lucknow, Jul 29 (KNN) The Uttar Pradesh government is preparing to implement the Integrated Model Building Regulations-2026 to bring uniformity in building construction norms across industrial development authorities in the state.

UP Drafts Uniform Building Regulations for Industrial Areas

A five-member committee headed by Principal Secretary, Housing and Urban Planning, P. Guru Prasad, studied building policies in Gujarat, Haryana, Delhi, Telangana, Maharashtra, Odisha and Tamil Nadu before drafting the proposed regulations.

The framework, once implemented, will standardise construction norms across industrial areas under Noida, Greater Noida, Uttar Pradesh State Industrial Development Authority (UPSIDA), Yamuna Expressway Industrial Development Authority (YEIDA), Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) and other development authorities.

The draft was presented to Industrial Development Minister Nand Gopal Gupta 'Nandi' during a review meeting at PICUP Bhawan on Tuesday. It is expected to be placed before the state Cabinet shortly, following which the regulations will be implemented.

Vertical Development to Be Promoted

The proposed rules aim to promote vertical construction and multi-storey industrial buildings by relaxing height restrictions and linking higher FAR to road width. 

No maximum FAR limit is proposed for roads wider than 45 metres. The framework also allows flatted factories, stilt and podium parking, and additional FAR with relaxed parking norms for data centres. Industrial plots of four acres or more may also include worker dormitories. 

Self-Certification and Deemed Approval Proposed

The draft proposes Rs 1 self-certification for residential plots up to 100 sq m, commercial plots up to 30 sq m and buildings up to 15 metres high. 

It also allows deemed approval for building plans prepared by technical experts within prescribed limits, covering residential buildings up to 500 sq m and commercial buildings up to 200 sq m in developed layouts. 

The provisions will also cover compounding, additions and alterations to existing buildings. 

New Plot Size and Mixed-Use Norms Proposed

The draft proposes a minimum 2,000 sq m plot for group housing, while commercial buildings would be allowed on roads 12 metres or wider. 

The minimum plot requirement for hotels with up to 20 rooms would be removed, while larger hotels would need at least 500 sq m. Mixed-use development would be permitted along roads 30 metres or wider.
