Bhopal, June 22 (KNN) The Centre has plans to release a sum of Rs 32 crore under Assistance to States for Developing Export Infrastructure scheme (ASIDE) to Assam and Madhya Pradesh to help them develop infrastructure for boosting exports.

The Centre has already released an amount of Rs 174 crore to 17 states including Karnataka, Kerala, Tamil Nadu, Maharashtra, Sikkim and Meghalaya, under the ASIDE scheme in the current fiscal.

The total budgetary allocation for the scheme in 2013-14 is Rs 800 crore. It was same in the last fiscal as well.

According to a media report, the project size should be such that tangible infrastructural projects are taken up. The contribution of ASIDE scheme towards these will be a minimum of Rs 10 crore for large or medium states and Rs 5 crore for small and north-eastern states, including Sikkim.

The list of projects is drawn in consultation with Export Promotion Councils (EPCs) and other export promotion bodies.

Under the scheme, funds for the approved projects may be sanctioned to Public Sector Undertakings (PSUs) and other agencies of Central or state governments, Export Promotion Councils and Commodity Boards, Apex Trade bodies recognised under the EXIM policy of the government and individual production units dedicated to exports.

The Department of Commerce has formulated this scheme called ASIDE which has been drawn up for infrastructure improvement for exports with a view, therefore, to optimizing the utilization of resources and to achieve the objectives of export growth through a coordinated effort of the Central Government and the States.

The Government of India has framed the ASIDE Guidelines. The objective of the scheme is to involve the states in the export effort by providing assistance to the state Governments for creating appropriate infrastructure for the development and growth of exports.

The scheme, therefore, intends to establish a mechanism for seeking the involvement of the state Governments in such efforts through assistance linked to export performance.
Under this  scheme the Government of India are allocating the funds in two instalments in a financial year to the  states basing  on twin criteria of gross exports and the growth rate of export of the state. (KNN)
